He may or may not be at the same location when you revisit Sanctuary or reload the game. I have tried a few times now spending quite a bit of time searching around sanctuary, and I have had no luck finding him. Guess I'll just keep at it. More or less frequent, hasn't been determined yet. I'd like to comment on the "fixed" spawn rate. I could not find Michael anywhere. I tried again and again in Sanctuary before it lifted and afterwards on different playthroughs.
I cleared my system cache and played without updating the game and found him on my first try in Sactuary pre-liftoff.
